Meeting Details

Bagnall Parish Council consists of seven Councillors, and a Clerk (the latter encompasses the roles of Proper Officer and Responsible Financial Officer). The Clerk is not a member of the council but an employee. Parish Councillors are not paid, giving their time freely and serve for a four-year term, unless co-opted or elected at a bye-election where they serve until the next election. 

Councillors must apply the law and comply with the Code of Member Conduct. Councillors are also required to act in an ethical way and to declare an interest when necessary. Councillors contribute to the work of the Council by suggesting ideas, influencing policy, engaging in constructive debate and by responding to the needs and views of the community. Councillors comment on proposals to ensure the best outcome and vote to enable the Council to make decisions. 

Individual Parish Councillors cannot make decisions on behalf of the Council, but they can actively lead and engage with local projects, Parish Councillors have no powers outside of the Council meeting and have a responsibility to bring local issues to the attention of the Council, participate in debate and help the Council to make decisions on behalf of the local community. All business must be transacted at meetings unless the council has asked someone to act on its behalf. Councillors usually meet once a month on the second Tuesday of the month at 7pm (except for the months of August and December). Currently, they meet in the Stafford Arms Pub.

Key Responsibilities:

  • As part of the Parish Council, Councillors may have responsibility for local
    services such as public open spaces, play areas, and potentially much more.
  • Deciding how much to raise through the precept in order to deliver the Council’s
    services.
  • Influencing and shaping the long term development policy for the Parish, and as
    part of the planning process, commenting on planning applications in the Parish.
  • Improving the quality of life and the environment in the local area.
  • Working to identify issues which are important to the lives of the residents represented.
  • Working to bring about improvements through local projects, lobbying other service
    providers and working in partnership with other Parishes, local authorities and
    agencies.
  • A Councillor agrees to attend all meetings (reasonably possible) that he or she is
    summoned to.
  • Councillors together as a team are responsible for the financial decisions made and
    implemented.

Severn Trent Water: Update for the Community – Thorney Edge Road, Luzlow Lane and Armshead.

I would like to clarify the location and extent of the temporary one‑way system on Thorney Edge Road. The one‑way arrangement is in place only on the short section of Thorney Edge Road that connects to Luzlow Lane and Armshead. It does not apply to the entire length of Thorney Edge Road.
One‑way entry signs are positioned at the junctions with Armshead Road and Luzlow Lane. No entry signs are located at the junction leading onto Thorney Edge Road. Please refer to the attached map, for the position of the no entry signs, marked with a red indicator, along with photographs taken on site showing the current signage.
Our Traffic Management team has spoken directly with some residents in the area to explain how the traffic management is set up, and they are also reviewing whether additional information boards can be installed to further improve clarity.
We appreciate that this one‑way system is in place even though no works are currently taking place on Thorney Edge Road itself. This arrangement was agreed following discussions with the Council and remains in place to support the safety of road users, particularly given the recent incidents reported in the area.
Background to the works. The works taking place are part of a major investment to upgrade the water network across Staffordshire. We are replacing old water pipes in Bagnall and the surrounding area to reduce the risk of leaks and bursts, improve reliability, and safeguard the water supply for future generations.
We understand that this work can be disruptive and we are very sorry for any inconvenience it may cause. Please be assured that we are doing everything we can to minimise disruption and complete the work as quickly and safely as possible. Any damage we cause to verges whilst we are working in the area will be put right following completion of the works.
Before deciding on any traffic management arrangement, we carefully assess: The type of work being carried out. The equipment required. And, most importantly, the health and safety of both our teams and the public in this location, the water mains cross intermediate‑pressure gas mains and high‑voltage electrical cables.
Good morning
To work safely around this infrastructure, we must use specialist equipment such as vacuum excavation and trial holes. Unfortunately, this means the works cannot be carried out safely with anything less than a full road closure on Luzlow Lane.
We always aim to accommodate residents and road users wherever possible and appreciate how frustrating road closures can be, particularly in busy areas. In this case, however, a full closure is essential to ensure the safety of everyone involved.
